1934 FDR New Deal USDA Tobacco Contract & 1936 Envelope Horry County SC # 1163

Original 1934 U.S. Department of Agriculture Agricultural Adjustment Administration Tobacco Production Adjustment Contract, issued to F. G. Watts of Conway, Horry County, South Carolina. The contract was created under the Agricultural Adjustment Act of 1933, an important part of President Franklin D. Roosevelt’s New Deal agricultural program. It covers flue-cured tobacco types 11, 12, 13 and 14 and records details of Watts’s farm, including approximately 35 total acres, 15 cultivated acres, its location near Conway, and handwritten tobacco acreage and production figures for 1931–1933. The document also bears county and serial-number markings and a “Producer’s Figures Accepted” stamp. Included is a related official U.S. Department of Agriculture Extension Service envelope, addressed to F. G. Watts, Conway, South Carolina, and postmarked Conway, S.C., April 16, 1936. The envelope was found stored with the contract and appears associated with the same farmer, although it cannot be conclusively confirmed that this exact contract was originally mailed inside it. Additional handwritten family names and addresses appear on the reverse. This is not legislation or a document signed by Franklin D. Roosevelt. It is an original period government contract used locally to carry out a major Roosevelt-era New Deal agricultural program. Condition shows substantial age and handling wear, including original folds, toning, staining, creases, edge tears, small paper losses and handwritten notations. The envelope has heavier wear, tears and missing paper along the lower edge.
