Barnes, Esq., Wellsville, Allegany County, New York. The upper-left printed corner card reads: STATE OF NEW YORK Bureau of Military Statistics, ALBANY, N.Y. OFFICIAL BUSINESS. The envelope bears an Albany, N.Y. APR 21, 4 PM circular postmark and is franked with a 3¢ rose George Washington stamp from the 1861 design series, most likely Scott #65. The stamp has a bold black cancellation. A grill has not been verified, so the Scott identification is stated conservatively. The New York Bureau of Military Statistics was established during the Civil War to collect and preserve records relating to New York soldiers, military organizations, casualties and wartime service, giving this cover a strong direct connection to New York Civil War history.
