Scocozza of the U.S. Senate Committee on Commerce, Science, and Transportation, and the concluding approval page bearing signatures attributed to President Jimmy Carter, Speaker of the House Thomas P. “Tip” O’Neill Jr., and Senate President pro tempore Warren G. Magnuson. The White House letter thanks Scocozza for his role in the development of the legislation and states that the enclosed Act was presented to him as a ceremonial copy. Carter’s signature also appears on the accompanying White House letter.
